Abstract 

This IDC Insight analyzes disputes that have arisen between the Croatian and Slovenian national regulatory agencies and their countries' incumbent fixed-line operators, T-Hrvatski Telekom (T-Hrvatski) and Telekom Slovenije, with regard to mandated access to and regulated pricing for their NGA fiber networks. The Insight begins by reviewing the rationale for mandated network access and considers whether or not it holds up for NGA networks. Next, it reviews the decisions of T-Hrvatski and Telekom Slovenije to slow or suspend investments in their fiber networks. It then analyzes whether similar disputes between NRAs and NGA network operators are likely to occur in other CEE countries. It concludes by offering recommendations on how the parties can seek a balance that addresses the leading concerns of both sides regarding mandated access to NGA networks.
