On July 2, 2012, ANCOM, the Romanian telecommunications regulator, published the terms that will govern its auction of 800, 900, 1,800, and 2,600MHz spectrum later this year. ANCOM intends to use the terms of reference to create a framework in which the Romanian mobile services market – one of the most significant by subscriber numbers in Central and Eastern European (CEE) – can develop in the long-term. This IDC Event Flash reviews the spectrum auction's terms of reference and considers their implications for key players and the broader Romanian mobile network services market.
