A new way of government continues to emerge in Canada. The shift toward speed, flexibility, and digital enablement continued in 2019. Yet different sectors of the government move at different paces. The hallmarks of this past year such as open government and one of the most downloaded apps, WeatherCAN, are some of the year's greatest achievements in Canadian technology.
"Areas such as the innovation unit of Environment Canada and BC Digital, whose leaders IDC interviewed for this document, are engaging users, redesigning processes, and quickly rolling out solutions that better meet the needs of citizens," says Mark Schrutt, strategic advisor, Innovation and Public Sector Research. "Other parts of the government are held back due to a shortage of resources and skills, outdated procurement approaches, and a culture that has not quite made the shift to a digital mindset."
