Digital transformation (DX) increasingly places new demands and expectations on government agencies. In this era of rapid evolution, pressures on resources and structural changes across government agencies can constrain opportunities. Given that the Saudi government is at the forefront of driving DX in the kingdom as part of its ambitious Saudi Vision 2030 and National Transformation Program, the need for a comprehensive platform that addresses the various aspects of DX in government is more pressing than ever before.

This drive to fulfill Saudi Arabia's DX potential is a clear indication of the government's maturity vis-à-vis public administration and service delivery. As barriers to service delivery erode, the shift toward a citizen-centric approach to public services – an approach that emphasizes reform, transparency, and insight-based decision making — presents government agencies with unique opportunities to be more innovative. Industry leaders are constantly developing new tools and techniques; however, keeping up with the speed of innovation made possible by DX presents challenges for most government agencies.

Today, responding to changing citizen needs through process innovation continues to be the driving force behind government transformation in Saudi Arabia. The quest to deliver seamless, data-driven citizen experiences by leveraging innovative technologies is a major focus area. However, the need to maintain state security, ensure economic stability, and regulate key aspects of technology proliferation is a key challenge to the government's transformation.

The keynote will discuss how the Saudi government — and governments in general — are adopting innovative approaches to delivering citizen-centric services. These approaches include modernizing legacy systems, leveraging the power of open data and AI, and developing public-private partnerships.

Digital transformation of public services entails shifting every increasing proportions of business processes and operations to the cloud. In turn this requires flexible and agile network infrastructures that can dynamically adapt to meet the changing needs of public services and those they serve. The growth in cloud-based services has implications for the way agencies network resources such as private and public cloud resources and just as cloud has become a driver for how governments now demand flexibility, manageability, scalability, availability, and security in their data centres, so Software Defined Wide Area Networking (SD-WAN) is set to do the same to traditional WANs.

This session will consider how new and emerging technologies are set to disrupt the way government agencies view network resources and how these services will underpin their ability to digitally transform public services.
