Enhancing Digitally Driven Citizen Services in the Fourth Industrial Revolution

Globally, government agencies have made significant advances along their innovation roadmaps by developing a formal approach to digital transformation (DX). IDC research shows that 59% of government agencies worldwide have been operating DX departments or teams for almost three years now. Some 29% of government agencies worldwide have implemented DX initiatives at a function or line-of-business (LoB) level over the years, gaining considerable maturity in the process, while another 33% of government agencies have adopted an integrated and continuous enterprise-wide innovation agenda that closely aligns with operational and customer (citizen) experience transformation.

As South Africa’s government continues its efforts to drive DX across the country, the need to improve government competitiveness on a global stage has never been more pressing. Despite dropping five places year on year on the World Economic Forum’s 2018 Global Competitiveness Index 4.0 (currently ranking 67th out of 140 countries), South Africa’s fundamentals are solid, with a large market size, good infrastructure, a developed financial system, and vast competitiveness potential. The country’s relatively advanced innovation capability is fertile ground for Fourth Industrial Revolution (4IR) implementations, provided considerable improvements are made to the innovation ecosystem, which requires greater levels of government maturity across administration, public services, and the country as a whole.
