IDCSaudi ArabiaGovernment CongressBuilding Service Resilience to Maximize Value for Citizens
Digital Event | December 6, 2021
Overview
As countries across the world kickstart their recovery journeys, the government of Saudi Arabia has accelerated the implementation of its Vision 2030 plans. Indeed, IT leaders in the Saudi government are delivering new and enhanced public services using efficient, trusted, highly responsive, inclusive, and convenient technologies and methodologies.
According to IDC, the Kingdom’s government spending on ICT is expected to reach $2.2 billion by 2024, up from $1.9 billion in 2019 at 3.62% CAGR. As the Kingdom aggressively pursues its digital ambitions, an enabling regulatory and policy environment maturity and accountability has significantly improved in supporting service providers’ and end-users’ need to innovate while staying secure. This strategic effort is fast transforming the country into a technology exporting hub.
However, strategic government transformation over the long term is a challenging process requiring coordinated efforts across agencies. With the Saudi government fine tuning, readjusting, and relaunching its national digital strategy, the 2021 edition of the IDC Saudi Arabia Government Congress will cover the latest developments in government technology implementation, preparedness, response, and citizen engagement.

IDC Keynote: The New ETHIC for a Global Public Sector
Massimiliano Claps
Research Director (EMEA), IDC Government Insights
National government departments, regions, and cities have used information and communication technology for over 40 years. However, the pace of innovation has accelerated in the past five to ten years. Technologies like the Internet of Things, edge computing, cloud computing, artificial intelligence, blockchain, robotic process automation, and digital twins have become affordable at scale. These technologies have the potential to not only support existing government services and processes, but also empower public services leaders to re-imagine them completely and translate the massive amounts of data they collect into valuable insights. This session will explain how public sector leaders must use data and technology to make intelligent, transparent, and timely policy and operational decisions so they can unlock the next normal of efficient, trusted, highly responsive, inclusive, and convenient (ETHIC) public services

Cybersecurity Resilience Challenges and Strategies
Talal Alotaibi
Major Account Manager, Trend Micro KSA
Cyber-Attacks could be very damaging and costly on an IT infrastructure regardless of the size or investment. Therefore, focusing on the service availability is just as important as maintaining the integrity and confidentiality of the data which results in having the Cybersecurity resiliency as a major milestone in every CISO’s or head of IT in an organization as a contingency plan followed by a remediation plan.

Empowering Governments of the Future
Péter Erdősi
Senior Regional Director, Oracle
The challenges faced by the public sector are immense. The past year has seen unprecedented demands on all government departments and authorities at a time when resources are increasingly stretched. The COVID-19 pandemic has driven a significant shift toward remote working and created much wider digital accessibility to all kinds of frontline public and business services. This means that the public’s expectations about what is possible to deliver digitally have been expanded ‒ probably irrevocably. At the same time, public sector organizations and departments are addressing their legacy infrastructure. This session will examine why it is increasingly vital for governments to balance incremental cost savings with the push for agility and future transformations and showcase some good practices. It will also explore how evolving socioeconomic factors are challenging government organizations to improve citizen service delivery

How to Empower Governments & Public Entities with Latest Cloud Technologies, while Maintaining Hybrid Architectures
Gérôme de Gea
Director of Cloud Strategy and OCI Center of Excellence (EMEA), Oracle
How to Empower Governments & Public Entities with Latest Cloud Technologies, while Maintaining Hybrid Architectures
Moving workloads to the cloud provides enterprises with better agility, greater global accessibility, and higher performance and scalability. As cloud services mature, organizations continue to increase the scope of the workloads being migrated to the public cloud. However, migrating Governmental and Public Sector workloads can be difficult due to Data Sovereignty, Security and Control and latency. Hybrid models seem to be the way to go.
This presentation will examine how Governmental institutions define a hybrid Strategy, the options available to have a consistent set of hybrid services and how they comply to local and Global regulations through customer references and implementations

What 'Digital' Looks Like in Government: Real-Life Examples of Success in Digital Transformation
Providing eservices to citizens, driving intra-governmental efficiencies, and adopting intelligence in decision making are top "digital" priorities for policymakers and public sector advocates alike. Unfortunately, digital success is often elusive. While some government agencies have established some digital capabilities, only those that have built long-term strategies around these capabilities have been able to reshape their images as citizen-centric public organizations and set a path toward prosperity. This session will look at several real-life examples of government organizations around the world that have successfully embodied the principles of digitalization using information management platforms.

Mitigate Cyberattacks Against Government Digital Assets With AI-Driven Incident Response
Attacks against government digital infrastructure have been rising for many years. These attacks are only expected to increase due to highly motivated actors and the outsized impact they have on the ever-growing infrastructures of governments in the thick of digital transformation. In this context, governments should acknowledge that absolute protection is unachievable. Fortunately, this session will explore how a solid incident response process can help governments not only mitigate threats but also minimize their impact on services providers and their consumers.

Disruption in Governments: The Race to Shape the Future
Quality of life and economic potential — two key factors that attract and retain people and businesses — are what make a country great. However, government CIOs struggle to manage legacy IT infrastructure and keep up with the technical pace of change that their citizens now require. There is fortunately a better way to achieve a true digital transformation without costly hiring or outsourcing. This session will cover the three key characteristics commonly seen in the most disruptive government entities. It will also examine how low-code application development can enable the successful end-to-end digital transformation of governments.
