Abstract
This IDC PeerScape identifies five leadership practices being employed by governments, their CIOs, and/or agencies in transforming their IT organizations while helping drive digital transformation in their enterprises. The practices were selected because they are widely applicable across different industries and situations but also for their importance specifically to government enterprise digital transformation. The five practices are:
- Build a solid leadership foundation before attempting to lead digital transformation.
- Strive for business/program impact, not perfection.
- Create an inclusive transformation vision that connects IT workers with program and mission outcomes.
- Use a process to build relationships with program/services peers.
- Encourage risk-taking to achieve meaningful change.
"Government CIOs are evolving beyond oversight of traditional IT functions and organizations," says Thom Rubel, adjunct analyst with IDC's IT Executive Programs (IEP). "The critical test for these CIOs is to meet commitments and deliver core IT services that become the foundation of government digital transformation while recognizing and assuming broader leadership roles."
