As outlined in the UAE Centennial Plan 2071, the UAE government’s primary goal is to prepare the country for the future and create a happy and cohesive society. In contrast to the traditional value chain, today’s government ecosystems are built around the sharing of data, insights, applications, operations, and expertise. A common foundation of tools, platforms, and channels also enables shared value and co-creation. This is a long and challenging journey as creating ecosystems that can drive the growth of a shared services economy is not easy given the complexities around rapid technological evolution and governance.

Dubai Electronic Security Center
The Dubai Electronic Security Center was established in 2014 by the decree of H.H. Sheikh Mohamed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and the Ruler of Dubai, with the aim of making Dubai the safest smart city in the world.
The center's mission is to safeguard Dubai's information and communications network and governmental information systems. It is also tasked with enhancing, adjusting, and implementing all necessary methods in the realm of electronic security and raising the level of efficiency by which information is maintained and circulated among all governmental entities in the emirate.
The Dubai Electronic Security Center is the competent governmental authority for ensuring the security of government information within the emirate. Its role is to set the emirate's policy regarding information security and to implement the procedures required to provide electronic security, as well as to enhance strategic plans to confront any risks or threats to government information in coordination with all concerned authorities.

Established in 2016 by royal decree of H.H.
