ICT Spending in Türkiye to Top $30 Billion in 2025, According to Latest Insights from IDC

Istanbul, February 12, 2025 — According to the latest insights from IDC’s Worldwide Black Book: Live Edition , ICT spending in Türkiye is projected to grow 24% year on year in 2025 (in current currency terms) to reach $30 billion. This includes spending on hardware, infrastructure as a service (IaaS), IT services, total software (including software as a service [SaaS] and platform as a service [PaaS]), and telecom services. IDC anticipates consistent growth despite the country’s economic challenges, highlighting Türkiye’s resilience and adaptability.

Spending on telecom services is expected to grow 56% year on year, driven by the rollout of 5G technology and increased demand for high-speed internet services. However, the most important factor will be the first increase in operator tariffs since 2021 to cover the impact of price inflation in the market.

The growth in overall ICT spending in Türkiye will be impeded by an expected slowdown in the devices market, which has already started to decrease, while the hardware (excluding IaaS) market is expected to remain flat this year.

Despite economic challenges and geopolitical tensions, Türkiye’s ICT market remains resilient, driven by digital transformation initiatives such as AI strategies and cloud adoption. Organizations are focusing on infrastructure modernization, cost reduction, and streamlining processes. Managed services, AI, and cloud professional services are growth areas driving the overall IT services market.

Türkiye’s software market is expected to grow almost 19% year on year in 2025 and continue expanding at a five-year compound annual growth rate (CAGR) of 13% through 2028. Cloud adoption remains a major growth driver, with IDC predicting that spending on application development and deployment will more than double between 2025 and 2028. This growth is being driven by several factors, including the increasing need for businesses to modernize legacy systems, the rise of microservices architecture, and the integration of AI and machine learning into applications.
