Abstract

This IDC Perspective discusses the vital importance of working with program line-of-business executives on government IT organizational transformation. It discusses considerations and obstacles specific to program executives and lays out a framework for success at working with program lines of business on IT organizational transformation at scale. Government IT organizations are being asked to transform themselves to meet challenges in digitally transforming government agencies and technologies.

"Technology decision-making power and influence are shifting toward program executives and engaging them in IT organizational transformation can be a tricky balancing act of gaining engagement and support without compromising IT's enterprise technology role," says Thom Rubel, adjunct research advisor with IDC's IT Executive Programs (IEP). "Government CIOs must work with program LOB executives to provide tangible benefits to program lines of business, IT, and agency enterprise digital transformation."
